M110 tune-up -- dwell in the dizzy

Hi Guys,

Im tuning up my m110 engine and was thinking of adjusting the dwell on the breaker point located at the distributor.  What should be the dwell if i am using the dwell meter? And what is the best timing setting, there's a marker on the pulley seen when using the timing light.
