That is a little concerning that he doesn't let you drive the car. How do you know it isn't powerful if you haven't driven it? My 450SE can feel a little sluggish after sitting for a few weeks but after driving for a little while always starts to perform better.

The switch on the dash board may be the air horn switch. I think it operates by changing the horn from regular to air and you still need to press the button on the steering wheel to operate the air horn.

To work the A/C just put the fan on and then turn the other dial all the way on. Make sure the heater levers are all the way down.

Also, if collectors are looking at the car, from the sounds of its condition they would be looking at it for parts only.
