Late W116's had the same diameter spline as W126's, but the wheels were definitely not the 1980's type, unless they were retrofitted such as in this case.

Definitely.  78 was the supposed year that they changed to the larger splines (there's a few exceptions reported) but they still had w116 syle steering wheels.  But by the "very last w116's" with w126 wheels I mean some of the last w116's off the assembly line in 1980.  That's what I've read some time ago.  It was if they ran out of w116 wheels towards the end.  Might be a bit hard to prove though since like you say, they could've been retrofitted at any time.

It must be pretty late as my highest number one is 7114 (out of 7380) and mine was a Stuttgart pickup - still has the 116 wheel.
