I can only comment on USA. Extreme restrictions on the chemicals by Government. Also, with inexpensive manufacturing, it is not cost effective to re-core some radiators. It does make sense for tractors, OTR trucks and trailers, and classic cars.

There is a company in IOWA that only does re-cores. They are crazy busy around harvest time. ;-)
