Winshield Wiper Problem -- only wash works

Hey y'all

I live in AZ, where it doesn't rain often. During our last rain, I realized that the wash button (pressing in the end of the wiper control stalk) works fine -- fluid sprays, and the wipers cycle three times. But, when I rotate the stalk, nothing works. In fact, if the wipers are moving from a push of the spray function, and I rotate to, say, "high" while they're in motion, they just stop wherever they are, until I rotate it back to "off".

Could it be the switch? I have a feeling it's the "solid state" control unit, but I don't know where to find it.

By the way, it's a 1980 300SD. Any thoughts would be appreciated. I have a parts car in the garage, so i could get what I need to fix this.

isn't the wiper relay under the dash..? as it sound like you might (well do) need a new one .
