Tachometer drive / gearbox seal

I disassembled the bearing and I can't figure out what the seal was supposed to be there. It was some weird type of simering, that little roller looks like that. But when I compare distances, it doesn't work out. Like the sealing shaft of the simering, he was pushed out of the steel ring.

Someone knows what's supposed to be there, some number. Just anything to catch?
