From memory there are valves in the headlamp washer pipes.

I just ordered one of these:

It sounds as if there's one on the windscreen washer tube (To keep the tubes primed?) and one on the headlight tube to prevent siphoning.

Looks like the valve fixed it!  When I received the part I noticed that I was unable to blow through it in any direction  :o  and was afraid it was a bust. Once installed it seems to work fine.

Strange thing is that the headlight washer stream isn't steady, it kind of pulses now. Works fine but a bit odd...
