Yes, the surface of a golf ball is very interesting.

B&W loudspeakers uses that concept in bass reflex port in their loudspeaker design to minimise turbulence at the exit of the port and thus noise. In my biased opinion, it works... although it may just be successful marketing.

Lots of excellent points have been made here...a very interested thread indeed.

One thing I would point out is that modern cars mostly all use plastic plenums nowadays....and the insides of those plenums are all smooth.  All the points about boundary layers, etc. are all correct to my [limited] knowledge....the one thing that none of us really know is if those effects play a role at the air velocities involved in the intake system of a motor, or if they are more valid at higher speeds [golf balls, airplane wings. etc.]  I don't know.  But I do know that high output new car motors use smooth bored intake plenums....
