Inconsistent spark from ignition

Full circle, ballast resistors and connections.

Ignition switch possibly but why does it spark when turned on and off?

Hi guys,  I saw that there's a wire that turns on everytime I open the ignition.  However, it seems that it was not connected for the longest time.  Its just wrapped with electrical tape. How many leads does the coil have at the positive side?  I noticed that the spark comes out when the breaker is in contact during the key is turned on, but it doesn't if the breaker point in the distributor is not in contact.  So I guess thats normal.  What's not normal is during cranking and start key on the "on" position, it seems that the power is not consistent to fire up the coil.  It sparks,a couple, then dies during  the next starter cranks.  By the way, I don't have an aftermarket alarm system connected in my car.
