Ignition lock removal

I started another thread about the ignition circuit in a 280 SE being energized even with the switch off and the key removed.  The ignition switch (the electrical part) is probably the culprit, and I have removed it for testing.  The ignition lock seems to work normally, but I want to test it, too.  However, I can't see how to remove it.

I read this https://forum.w116.org/mechanicals/1978-350se-ignition-switch-removal/msg115766/#msg115766 and watched this video https://www.youtube.com/watch?v=jfi2j5jXTEM but I don't see the slot they describe for inserting a pin and releasing the lock.  The lock cylinder has a black plastic sleeve around it.  Does that need to be removed in order to access the slot?
