Fuel System Questions

We moved #521 to the shop last weekend, and I've been working on removing the fuel tank to replace it with the one I pulled from #1164 when I broke it down several years ago.

There was about 6 gallons of very nasty fuel in the existing tank, which I pulled out using the vacuum recovery tank I bought to change the oil on my S55. Worked a treat - hose into the tank through the sender hole:




Lots of nasty rust in the tank:


When I moved the replacement tank to get a feel for where all of the hoses were attached, I heard something rattling around on the inside. This is what I found:



What is this thing? Is it something that should have been attached to something inside the tank?

Also - there is some (I hope) minor surface rust inside this tank as well, but it doesn't look like anything that's going to flake off:






Do I need to worry about this much rust?
