Fuel sending unit repair

I have been trying to repair the fuel sending unit, but I am wondering where the arrow in the fuel gauge is supposed to stop when the tank is empty. When i hold the sending unit in the upright position, the arrow in the gauge does not go down the the R mark, but stops at the mark before the R. Is this the right position? Or is it supposed to go all the way down. Is the reserve only shown by the red light?

Hi,

I replaced the transmitter many years ago because the gauge was shaking too much when the tank was about to empty. before installing, I did the test outside of the tank. When it was in vertical position, the arrow on the gauge was 1mm under the R mark and the light was on. When I turned it over the arrow was exactly on the last mark (1/1). It might be the problem either with the transmitter or gauge.
