Can fuel pump be changed without removing power steering pump?

W114, with mechanical fuel pump. One bolt is sandwiched between what looks like the power steering pump bracket and the fuel pump's body.

How can I remove that bolt without removing the power steering pump? I tried getting a spanner on it, but didn't have enough room to rotate it.
