Have you looked at the Service Manual Library on this site? You can find it by clicking on Handbook at the top of this page.
If I'm not mistaken, these auto transmissions of the 280 start in 2 gear. It only goes to 1 gear applying kickdown or maybe using another shift.
So possibly you are doing 2,3,4 gears and everything is OK.
You would need to compare the engine rpm with the car speed to ensure this.
If you really dont get your top gear, the shift mechanism might need adjustment which is quite simple for the mechnic who knows about it.
