aluminium fuel distributer

hi

a few years ago i bought an aluminium fuel distributer, thinking it may be a solution to the rough running i was having. I was going through a box of spares and i found it, now what i would like to know is, should the plunger move freely? it is difficult to push up and then it is slow to return 5 minutes maybe.

is that normal or should it be freer? if so would it loosen with lube of some kind

had a go at freeing the plunger and it was real easy, slides in and out, not sure what im going to do with it now.
