AC dripping over gas pedal

My car never had this issue before.  The drain tubes were cleaned up after engine removal last summer and there was always the tell-tale water puddle under the car.  However, this was in the dry desert western USA.

Now I'm driving around the superhumid northeast.  There's occasionally a cold drip from above the gas pedal onto my foot.  The puddles on the ground are still there.  It's almost as if the drain tubes are overloaded and so there is spillage into the cabin.  I really don't have any idea of how the whole AC is designed.

Could be dripping off the expansion valve if the tar tape insulation is gone.  "Fun" job...
