Windshield seal nightmare

That black fender liner thing was just off 2 months ago when the inner fenders were done. Chances are the body guy just patched everything up.

My plan of attack is to plug that hole as much as I can then attack the rusty area with rust treatment and pray for the best.

Miracle Paint coupled with fiberglass cloth works really well for this.  Just make sure you wear gloves and cover up all your work  pace, that stuff is impossible to get off :o

Just kindly don't surprise the next owner with something like this while claiming that the car is "rust-free" - it is NOT fun being on the receiving end (don't ask how I know):
