Manual climate control operation

How's this thing supposed to work?  I think mine is not quite working as designed, and would like advice on how to fix it.

The sliders for the ventilation work, but the heat sliders seem to have two settings - if they are both down, airflow is cool.  If the left one is up even a half inch, it's a full heat.  Any other settings are all at full heat.  It heats up really well, but the heat can get pretty overpowering.  How can I address the system?  Is each slider supposed to control each side?

Also on the vent sliders, why does one have an arrow pointing up, and another has the arrow pointing down?  The manual online only seems to document the ACC.

Heat Sliders: Once you move from rest (bottom) they release the vacuum that holds the heater valve closed and allows coolant to enter the heater core. Then as you slide them upwards the flap inside the a/c box directs more are through the core therefore heating it gradually. Yes, each slide is supposed to control one side of the car individually.

Problems: The sliders could be loose and not controlling the distribution  flaps correctly, to check remove the lower dash panels and check if the nuts that attach the levers to the flap control rod aren't loose.

Air distriution:

LH lever all the way up sends air to the winshield, all the way down to the dash vents
RH lever all the way up sends air to the dash vents all the way down to the floor ducts

You can vary air distribution as desired. Best compromise for an efficient draft free setting is both levers up, which sends a little bit of air to the windshield but still allows for dash vent flow.

Center vents only produce cold air no matter what and should be closed for max heating and/pr defrost.

Is that right?

I was always under the impression if levers are moved in the direction of the arrows that's where the air goes. Levers at the start of the arrows give no airflow.

I can't confirm that's the case because my HVAC box suffers from the foam flap problem.

Both air flow lever up -  max defrost

LH down RH up - Max air from dash vents - no defrost

Both down - Dash and floor no defrost

LH up RH down - dash, defrost and floor
