Adjusting mixture

Hi guys
A little stumped here (does not take much )
Trying to adjust the mixture by the adjusting bolt on my 6.9. Turning it outwards, counterclockwise has no effect on idle quality
Thought that the idle should get worse as you lean it out, no?
Timing is perfect at TDC with hot engine, idle at 650 rpm.
Any tips?

OK think I figured it out, there was a little bolt sealing the channel. Unscrewing it revealed the 3mm hex socket bolt for adjustment.
