450SE D-Jet Engine Temp. vs Fuel Use

My '74 450SE seems to be using quite a bit of fuel and definitely runs rich and even starts to load up if it idles for a while.
The temperature gauge doesn't get over about 70 degrees centigrade even at full noise in 40 degree whether, does that mean the ECU thinks it's still warming up and pumping in too much fuel?
I know for a fact that Fords do that if the Thermostat is stuck open..............
Or is there something else I should look at first.
