How can I find out what the original paint and other options were on my 76 450SE German market car?

Got a copy of the datacard? If not an MB dealer can get you a copy usually for free! Then look at the discussion on the datacard codes.

can just any dealer do that since it was german market that was individually imported?

It should still be possible, but you should inform the dealer of the car's origins, to avoid confusion.
