strange seized engine problem, needing help

A mate has a 2000 build Holden Rodeo manual 2.2litre petrol with 171,000km. It was parked in a garage 18 months ago and it ran perfectly. When it wasto be driven out the engine was locked. By putting a socket on the pulley it turns back and forth slightly (the camshaft moves a half an inch either direction before a clunk some where in the rear of the engine stops it.) The timing belt is good, the spark plugs are good, number 1 and number 4 are in tdc position while 2 and 3 are down south. The starter has been removed without success and the ute rolls in neutral.
Any ideas?

No but it sounds very much like my mate's P76 which had seized engine which turned out to be a small bolt jammed in between piston and cylinder wall.

there may just be rust on the cylinder walls,

have you tried supplying a healthy amount of CRC down the spark plug holes and leaving it overnight ?

If the car had a leaking head gasket when it was parked the engine is more than likely severely damaged by now.
